Officials said Thursday's unanimous vote was based on recommendations of education secretary Lillian Lowery and the state Charter School Accountability Committee.
In analyzing the school's five-year renewal application, the committee identified several deficiencies, including student performance, teacher qualification and curriculum.
The academy, whose student body is almost entirely black, opened in Wilmington in 2006 and has about 480 students in grades six through 12.
