According to police, the incident occurred around 1:00 a.m. on Thursday, February 24.
A 47-year-old resident tells police a man claiming to be a Philadelphia police officer questioned him for about 20 minutes outside his home.
The suspect, identified as 20-year-old David McCreary, then handcuffed the victim and pretended to call "his Sergeant" on his cell phone.
After walking approximately 100 yards, police say McCreary then uncuffed the victim and told him that he owed McCreary $25 for a handcuff usage fee.
McCreary asked to search the victim's wallet and then took $25.
The investigation determined McCreary of East Sixth Street was the suspect involved.
After a search warrant was executed at McCreary's home, police recovered a pair of handcuff and handcuff keys.
McCreary was arrested and charged with Kidnapping, Robbery, Impersonating an Officer, Unlawful Restraint, False Imprisonment, and various Theft charges. He was arraigned and failed to post $2,500 cash bail and subsequently transported to Montgomery County Correctional Facility.
