Police say the victims are 21-year-old Witchy Louis and 21-year-old Shahariar Ahmadrabb.
The crash happened around 8:45 p.m. Sunday.
That's when Philadelphia police and rescue crews were called out to the report of an accident in the northbound inner lanes of the Boulevard approaching Comly Street.
Police say a vehicle rear ended a flat bed truck, trapping both occupants of the car inside.
Both Louis and Ahmadrabb were pronounced dead at the scene.
Police are continuing to investigate.
