"Hines is also known as China, he frequents bars in Upper Darby, the Brownies pub and Cheers. He's a Philadelphia resident he's wanted for homicide we believe that he's armed and dangerous," said Upper Darby Superintendent Mike Chitwood.
Over the weekend police arrested Dennis Smith, a known associate of Hines, for drug possession.
They say he was carrying marijuana taken from the crime scene at Cheers during that drug deal gone badly.
A $2,000 reward has been offered for information leading to Hines' arrest.
