The unidentified troopers have not been charged with any crime but have been suspended since the allegations were reported by the 25-year-old Rider University student in 2007.
The Middlesex County Prosecutor's Office investigated for seven months but did not present the case to a grand jury.
Attorneys for the troopers did not say when the troopers would return to work.
State Police Superintendent Rick Fuentes said the troopers have been disciplined accordingly, but did not specify the nature of the discipline.
