It happened at the Benjamin Franklin Bridge just after 7 a.m.
An SUV went out of control and rolled over, sending both the driver and a passenger onto the freeway.
The passenger of the SUV, Lourdes Chuman, 24, of Newark, Delaware was killed in the accident. The driver, Mohamed Elbana, 22, of Philadelphia is hospitalized.
Officers completely reopened I-95 shortly before noon. Their investigation into why Elbana lost control of the SUV continues.
