Officer Joseph Harvey, 35, surrendered to internal affairs investigators on Wednesday.
The incident happened back on October 9th, 2009.
Authorities say Harvey, while on duty, exposed himself and performed what investigators call an "indecent act" in front of a woman while in an undisclosed location.
The department says the internal affairs investigation was turned over to the district attorney's office this week.
He has also been charged with official oppression and false imprisonment.
Harvey is a seven year veteran of the force.
Commissioner Charles Ramsey has suspended Officer Harvey with intent to dismiss.
