Linda Ammons, dean of Widener University Law School, released a report on Tuesday after studying the case for four months. She sent a list of recommended reforms to Gov. Jack Markell.
Ammons says the state had been on notice since the mid-1990s that there may have been an issue with Dr. Earl Bradley. But she says people weren't talking to each other in ways that would have brought the situation to light.
Ammons says she hopes the case is a lesson for the nation about how people in positions of trust can exploit children.
Bradley has pleaded not guilty to charges outlined in a 471-count indictment.
