Students in Mount Olive have been promoting the Thursday afternoon rally using Facebook. They are urging people to protest at the offices of lawmakers who voted for the measure.
Kyleigh's Law, named for a New Jersey teen who was killed in a car accident, requires the decals to be put on plates of drivers with provisional licenses.
Supporters say it makes the roads safer for everyone, including teens.
Opponents are concerned it leaves young drivers overexposed to law enforcement and people who might harm them.
