Investigators say it looks like the two men started a fight inside the Crab House Bar and Grill near the intersection of Chelten and Germantown avenues.
The two men apparently took the fight outside where one of the men pulled a gun and opened fire.
A 14th District police officer on patrol, just happened to come upon the wounded man lying in the street.
The 28-year-old shooting victim was taken to the hospital where he is in critical condition.
So far, there are no arrests and police have not indicated if they have any suspects in mind.
