Master Sgt. John O'Connor says the 22-year-old man was shot early Saturday morning while he and a passenger were sitting in a vehicle at 5th and Madison streets.
O'Connor says the victim told police a group of men surrounded the vehicle and shots were fired as he tried to drive away.
O'Connor says the victim refused to provide additional information.
