Daycare owner charged with cruelty to animals

WILMINGTON, Del. - June 17, 2010

The charges against Isidoro Ortega, the owner of "One Day at a Time" daycare, were announced Thursday.

This follows an SPCA raid at the daycare at 1812 West 4th Street back on Tuesday.

When they went inside, investigators said the living room area looked like a daycare, with two small children sleeping on mats on the floor. The area was separated from the kitchen by a baby gate, and in the kitchen were two small dogs.

However, when officers went down into the basement, they allegedly found numerous birds in cages as well as approximately 30 loose birds.

The SPCA said the birds were living in very unsanitary conditions with a great deal of feces and other debris. The birds also did not have food or water that was suitable for consumption.

The SPCA said the basement also contained two large home-made dog kennels which contained several small dogs, as well as a large amount of dog feces.

In the rear and side yard, as well as in a tool shed in the yard, additional small dogs were found in unsanitary conditions, many did not have access to clean drinking water.

Investigators said most of the dogs appeared to be Chihuahuas or Chihuahua mixes.

The SPCA officers removed the animals from the scene due to the unsanitary conditions, and transported them to the Delaware SPCA shelter in Stanton.

The 16 dogs and more than 60 birds are receiving veterinary care and are not available for adoption.
