It happened around 7:23 a.m. Thursday on Route 555 near Weymouth Road.
The victim, Robert Schwinn of Sarah Place in Vineland, was hit while riding on the shoulder of the road.
The driver of the truck, 22-year-old Anthony Leatherwood, was taken to the hospital for observation.
Police say Schwinn was wearing a helmet and a reflector vest when he was hit from behind.
He was pronounced dead at the scene.
An investigation into the crash is underway.
