So far this month, more than 5,400 teachers have applied to retire, more than double as many in all of July 2009.
Teachers union officials say it's because of uncertainty about what could happen to their pensions and retirement benefits.
The state budget that took effect this month calls for reduced state and federal aid to school districts. Many districts have responded by laying off educators.
There are also some proposals that would reduce pension benefits for future retirees. But those who retire now would not be affected.
Gov. Chris Christie has said that offering incentives for getting teachers to retire sooner can help save school districts' money.
