West Hempfield Township police on Tuesday charged 19-year-old Tiffany Shoff with homicide by vehicle, driving under the influence and other counts.
Investigators say Shoff had a blood-alcohol content of 0.12 at the time of last month's crash that killed 20-year-old Andrew Wagner. They say Shoff was speeding when lost control of her car while passing another vehicle and struck a utility pole and tree.
Wagner was pronounced dead at the scene and Shoff is still recovering from her injuries.
A phone message left for Shoff's attorney was not immediately returned Wednesday morning.
