Thobile Ntola, president of the South African Democratic Teachers Union, the largest civil service union, emerged from meetings with other unions to make the announcement to his members on the 20th day of a strike that has hit schools and hospitals hardest.

Further details were expected later Monday at a briefing for reporters.

Ntola says: "There comes a time in any strike in which we must weigh our options."
