Biden is scheduled to appear at Tuesday afternoon's "Moving America Forward" rally. President Barack Obama is scheduled to appear at a similar event at the University of Wisconsin.
The rallies are part of ramped-up efforts by the White House before the Nov. 2 general election. College students could be the key to Democratic success in Pennsylvania, where congressman Joe Sestak trails Republican Pat Toomey in a closely watched Senate race.
Republican Tom Corbett also leads Democrat Dan Onorato in the Pennsylvania gubernatorial race.
