Lockland police officer Dan Lyons says Elmore took off running, when he told her there were.
The Cincinnati Enquirer reports Lyons injured his elbow after Elmore pushed him.
Other officers responding to a call for backup later arrested the woman.
Authorities say she was wanted for failing to pay a fine on a drug conviction.
She now faces a charge of resisting arrest.
