It happened around 11:15 p.m. in the 3000 block of N. Leithgow Street, located in the Fairhill section of the city.
Police responded to the area and found a 41-year-old male cab/limo driver on the highway outside his vehicle with a gunshot wound through his face and another gunshot wound to the right side of his chest.
The victim's 2007 Black Chrysler was found further down the block having struck a telephone pole.
The man was taken to Temple University Hospital where he was immediately taken into surgery in critical condition.
Officials say a Latino male and a black male were both seen running from the area.
Police say the Shannon Cab Company owns the cab/limo.
