Police have charged 51-year-old Tonya Glover with endangering the welfare of children for the incident Tuesday. They say her blood-alcohol content was 0.34 percent, more than four times the level considered intoxicated.
Police say they found Glover passed out after a neighbor saw the girl outside the called 911. Police say the little boy suffered a minor injury when he fell and his sister was seeking help for him when she was spotted.
Online records don't list an attorney for Glover.
