Amy Zeller and Codjo Mensah of Eagan welcomed their daughter, Flora Mensah, at United Hospital in St. Paul.
Zeller tells a local television station that they were watching the clock click down and the baby was born at exactly the right moment.
Both baby and mother are doing well.
