Authorities say Joseph Tighe of Dover has been charged with eight counts of fourth-degree rape, one count of attempted fourth-degree rape and endangering the welfare of a child.
Dover police Capt. Tim Stump says Tighe was arrested Wednesday after an investigation found Tighe had an ongoing relationship with the girl and the incidents happened at various hotels in the city.
Stump says Tighe was committed to the Vaughn Correctional Center in lieu of $45,000 secured bond.
