Shocking situation on South Street

SOUTH PHILADELPHIA - February 4, 2011

Something on the 2400 block of South Street was actually causing shocks.

Cassandra Wagner says her 5 year old Shepherd mix, Maple loves going for a stroll along South Street making their way to the Schuylkill Dog Park. But, for some reason, she had a problem with walking on the 2400 Block of South Street.

"She would always pull at this corner to walk this way, and I never understood why," said Cassandra Wagner.

She would learn that Maple wasn't the only dog that wanted no part of walking on the 2400 block.

"And we thought it was the salt, and someone reached down to brush the salt off the dog's foot and actually received a shock," said Wagner.

It turns out the dogs were getting shocked walking on the sidewalk.

"It wasn't snow, it wasn't wet, it was actually electrified concrete," said Wagner.

Residents say they had been complaining for almost 2 years.

"It's been reported to 311, 911, the fire department, and the fire marshal's office, and I'm glad you guys came in," said Richard Desvernine.

For the record, PECO says they did receive a complaint from a resident on January 28th.

"We immediately went out, did our investigation, investigated all of the equipment in the area, found nothing," explained Cathy Engel.

But on February 1st, Action News began receiving complaints about the block, and we contacted PECO. They sent people out, and so did the Fire Department.

"We responded immediately to the site, did some investigation work, and found that there was a piece of equipment that was not performing properly, and that was what was causing this situation," said Engel.

The problem has now been fixed, the danger removed.

"You're talking about a very low level of voltage, less than the voltage of a 9 volt battery," said Engle.

"I'm glad they are fixing the problem now," said Wagner.
