Emerald A. Johnson, 33, formerly of the unit block of Booker Circle, was arrested in Philadelphia where he was allegedly staying with family.
Police say Johnson had been on the run for two weeks after officers tried to arrest him at his place of employment.
The incidents were reported to New Castle police in December, 2010 and the investigation continued into January.
Johnson was an acquaintance of the girl and her family, police said.
He is charged with two counts of first-degree rape, one count of fourth-degree rape and two counts of second-degree unlawful sexual contact.
Johnson is being held on $114,000 secured bond pending a preliminary hearing.
