Twenty-one-year-old Caira Ferguson has been in prison since Feb. 16 on child endangerment and other charges.
Ferguson told police that her identity had been stolen, and that someone had posted a photo online of her 2-year-old daughter bound to a chair with duct tape covering her mouth.
Nether Providence Township police say Ferguson admitted taping the girl to a chair. Ferguson denied the allegations to reporters.
Delaware County Common Pleas Judge Frank Hazel granted bail Tuesday, with the condition that Ferguson can only see the child with supervision of county child welfare officials.
The child is in the custody of her godparents.
