The incident occurred around 1:30 a.m. when the man in his 40s who lived in a nearby apartment complex, was crossing the CSX tracks near 23rd and Race Streets to access a nearby jogging trail on the Schuylkill River.
While crossing the tracks, the man's wheelchair became stuck.
Police sources at the scene tell Action News that the man has a history of going down to the river in warmer weather, and has even been stuck on the tracks in the past.
Police are not releasing the man's name pending notification of family members.
