At approximately 1:00 p.m., police spotted a suspect breaking into vehicles on 5th and Venango streets in the Hunting Park section of the city.
They chased the male to Randolph and Tioga streets.
The 27-year-old struggled with officers, but was brought under control shortly thereafter.
Police say five cars were broken into while people were inside the Southern Baptist Church for morning services.
When the parishioners came out, some found their windows had been smashed.
The 27-year-old male will be processed and charged with multiple counts of theft.
