Joshua Delaney, of Maidencreek, Pa., is accused of breaking into six businesses, including the office of U.S. Rep. Jim Gerlach in Wyomissing, Berks County on April 30th.
According to police reports, the only thing Delaney tried to steal from Gerlach's office was a 10 gallon fish tank.
When staffers arrived the next morning, they found the smashed remains of the tank, along with fish and frogs, on the floor.
They also found a staffer's dress shirt that was stained with blood and a "considerable' amount of blood in the bathroom sink.
Police say they caught up to Delaney later in the day at a local motel, bleeding from a large cut on his wrist.
