The single-vehicle accident happened about 6:30 a.m. Wednesday on I-95 southbound near Route 141.
Investigators said they believe 17 people were in the van, which was en route to a job site in Chesapeake City, Md. None of the injuries was reported to be life threatening.
The driver of the van, 20-year-old Elisaul Miranda of Philadelphia, was charged with not having a valid driver's license and proof of insurance, and driving an unregistered motor vehicle.
Investigators are still trying to determine what caused the accident.
