Francisco Feliz, 41, of the Colony North Apartments, has been charged with endangering the welfare of a child.
Investigators say Feliz was supposed to be caring for a four-year-old girl, as well as a two-year-old.
The four-year-old was found wandering the streets in the area of the apartment complex around 10:00 a.m.
It took police hours to finally find the girl's home.
According to police, Feliz was supposed to be caring for both children while their mother ran errands.
The girl found wandering was briefly in the care of The Division of Family Services but was eventually released to her mother's custody.
Feliz was arraigned and released on $1,000 unsecured bail and ordered to have no contact with the victims.
