Police say it all began on Tuesday morning when the man approached a 9-year-old, who was with two 12-year-olds, at Lake Como.
The man, identified as 31-year-old Michael Boorman, told the girls he would take them camping then allegedly took the two 12-year-olds home.
They went into their home to ask permission to go out, but they did not return.
Then, police say, Boorman drove the 9-year-old girl to Smyrna Municipal Park, where they walked into a wooded area but were spotted by some teens.
Boorman then allegedly drove the girl home and told her that he would be back at Lake Como at 9:30 a.m. Wednesday.
Instead of the little girl, police arrived at the appointed time and allegedly found Boorman waiting at a boat ramp.
He was arrested and charged with kidnapping, endangering the welfare of a child and illegal possession of fireworks.
Boorman was committed to the Vaughn Correctional Center after failing to pay $11,001 secured bond.
