Temple is the first of four state-related universities to set its tuition following approval of the state budget on Thursday.
The final spending plan signed by Gov. Tom Corbett reduces aid to Temple, Penn State, Lincoln and the University of Pittsburgh by 19 percent. Corbett had originally proposed 50 percent cuts.
Fourteen state-owned universities will raise tuition 7.5 percent next year. Their state aid was cut by 18 percent.
