Philadelphia police were called around to 7:30 a.m. to the 5300 block of North 5th Street for the report of a boy wandering the street.
The child was walking in and out of traffic wearing only his underwear when a woman took him off of the street and called police.
Police were able to make contact with the boy's parents and returned the child to them.
Police believe that the child just simply wandered off and don't think the parents will face any charges.
