Police say Manuel Figueroa fatally shot 19-year-old Daniel Velez on Sunday night. Valez was pronounced dead at a hospital the next morning.
Investigators say Velez was trying to park in front of his home on downtown street when he was shot in the head. His car careened into another vehicle across the street.
Allentown police say a witness who was with Velez identified Figueroa as the shooter.
Figueroa is being held without bail in Lehigh County Prison. It was not clear if he had an attorney.
