The discovery was made on the 2800 block of W. Clearfield Street around 6:30 Friday morning.
Officials say the man was first seen on the dock around 5:00 a.m. but it was thought that he was just sleeping. However later, upon further investigation, it determined the man had been shot in the head.
The victim was pronounced dead at the scene.
There is no word yet on who shot him or why.
