Vance Phillips was discharged from the University of Virginia Medical Center on Nov. 11 and transferred to Jefferson Health System's Magee Rehabilitation Hospital. He is expected to stay there for a few weeks undergoing physical therapy.
Phillips suffered a fracture to his spine in the Oct. 30 crash. Police say his three-wheeled North Wing "trike," which is similar to a hang glider, landed too fast and at a steep angle.
The 49-year-old from Laurel, Del., has been a councilman for 13 years.
