Police and paramedics were called to the 300 block of Forest Drive in the Forest Brook Glen community near the town of Newport Wednesday afternoon around 4:00 p.m.
Officials say a 51-year-old mother and her 5-year-old daughter suffered dog bites to the arms.
Neighbor Eugene Crosland told Action News, at first, he wasn't sure if the girl was playing with the dog or not.
"Then we seen the girl was in trouble, the dog had her and was dragging her and I realized they weren't playing," Crosland said.
He said he then ran over to try and get the dog off the girl, but the dog would not let go.
Crosland said he even hit the dog with a brick.
He says other neighbors joined in and finally the dog released the girl.
The dog then ran back into a house.
Crosland says he's seen the dog before around neighborhood.
"He's pretty much friendly, we haven't had any problems that I know of," Crosland said.
The child was taken to A.I. Dupont Hospital with serious, but non-life-threatening injuries.
The mother was transported to Christiana Hospital.
The dog was taken away by Animal Control.
Kent County SPCA Captain Brian Whipple says the dog is a young adult between 3 and 5 years old.
Whipple says the dog is up to date on its rabies vaccine, but is not licensed.
The owner has been charged and faces a minimum fine of $250.
