New Castle County police say 22-year-old Javon Redden of Bear was involved in a dispute with the boyfriend of his former girlfriend.
Police say Redden pursued the 19-year-old man on Route 141 Saturday afternoon with red and blue flashing lights activated on his SUV.
Redden works for Bayside Security. The victim did not stop and was not injured.
Redden has been charged with impersonating a police officer, reckless endangering and terroristic threatening.
