The protesters assembled at Love Park around 7:00 p.m. Sunday to participate in a national solidarity event.
Over 100 protesters marched around City Hall several times before returning to the steps of Dilworth Plaza.
A couple of protesters tried to rip down the fencing that was set up around the Plaza for the construction project set to begin Monday morning. Two people were arrested before most of the protesters dispersed.
"[Police] came in and at that point the crowd realized that there would be more arrests unless they started to behave," said Philadelphia Police Captain William Fisher. "They basically retreated and returned to the northwest corner of 15th and JFK Boulevard. We are going to keep a police presence here for the rest of the evening."
Police say there were a couple of reasons why the Occupy protesters gathered at City Hall. One was because of the situation in Oakland where hundreds were arrested. Another was because Monday is the ground breaking for the major multi-million dollar renovation of Dilworth Plaza.
Police say the crowd was mostly well behaved with only two arrests.
The Philadelphia City Hall demonstration was much more peaceful compared to a massive rampage by Occupy protesters in Oakland, California Saturday night, where 400 people were arrested.
At least three officers and one protester were injured in that incident.
