New details in arrest of Kensington child sex assault suspect

KENSINGTON - February 9, 2012

Marcise Turner, 22, of Kensington has been formally charged with involuntary deviate sexual intercourse, unlawful restraint, luring a child, sexual assault and related charges.

Turner was brought in for questioning Thursday night, shortly after news of the alleged assault, and a surveillance picture of a man wanted for questioning, were broadcast on local news outlets, including Action News at 6:00 p.m.

The alleged kidnapping and assault took place just hours earlier, beginning at 2:45 p.m.

Police now say the coordinated use of the latest digital and internet technology made the quick apprehension of the suspect possible. Friday afternoon the department released the following timeline of the events that took place Thursday:

2:45pm - The victim leaves her house for the market to buy an afternoon snack.
3:00pm - The victim's mother realizes that her daughter should have returned home. She checks the corner store where she was supposed to be and cannot locate her daughter.
3:10pm - The victim's mother calls 911 to report her daughter missing.
3:15pm - The victim returns home and informs her mother that she had been abducted and sexually assaulted.
3:20pm - Police are dispatched to the victim's home and begin the investigation.
3:45pm - 25th District officers notify the Special Victims Unit and investigators are dispatched.
4:20pm - Officers interview the store owners and view surveillance video.
5:15pm - A photo of a male fitting the description of the offender is discovered by investigators.
5:50pm - SVU investigators send the photo to the Public Affairs Unit.
6:10pm - The photo is released to the public via the news media.
6:20pm - A concerned Philadelphian recognizes this dangerous offender and directs police to his residence.
6:25pm - Marcise Turner (black male, 22 years-of-age, of the 2000 block of East Huntingdon Street) is arrested by 26th District officers.

The Philadelphia Police Department also released the following statement about the arrest:

A dangerous criminal commits an unspeakable crime at 3pm and is brought to justice before the end of the evening news. This is a shining example of the results that can be achieved when Philadelphians stand up for their fellow citizens.

As Action News reported earlier, the corner store the 6-year-old victim was at when she was abducted was near East Tioga and "E" Streets in Kensington.

That's were a man approached her and used her older sister and brother's name to lure her. The girl said the man then abducted her and took her to a house where he assaulted her. The child then got away.

After the girl told her mother, police took the girl and her mother to St. Christopher's Hospital for Children. The child received a forensic examination and an interview about what had happened.

Police later drove the girl around to locate the house she says she was taken to. She led them to a home in the 600 block of East Thayer.

Police served a search warrant at the place looking for evidence.

Meantime, authorities also released a surveillance picture of the man wanted for questioning in the abduction and sexual assault of the little girl.

The photo was taken by a camera inside the store where the little girl says the man abducted her. Police say the man in that photo has been positively identified as Marcise Turner.

Witness Luis Rivera says he had just spoken with Turner, whom he didn't know by name, about going out to find scrap metal to sell.

Rivera says he later saw the man now identified as Turner exiting the store with a girl about the age of the victim.

"I seen the back of the girl. He was just rushing with her down the street. When I called him, he just looked back and said, 'I'll be back,' and he kept going, walking down the street with the girl," Rivera said.

Police were later able to track down Turner and brought him in for questioning.
