18-year-old Kyle Luckey says he had no idea his 10-week-old dog, Beretta, was tied to the back of a truck and dragged while he was driving.
The dragging incident happened on Friday in Bangor, Northampton County.
Luckey says he loves his dog, and would never do anything to intentionally hurt her.
Beretta is recovering at an animal hospital.
Police say they expect to file animal cruelty charges against Luckey and a friend who was also in the truck.
