The crash happened in the westbound lanes by 30th Street in the University City section of Philadelphia.
The right lane of the highway was closed as police investigated and transferred prisoners to another van.
By 12:00 p.m., however, the Action News traffic cam showed that the van had been moved to the shoulder and traffic was moving by without restriction.
There are no reported injuries.
