The video shows fists flying in a classroom brawl that happened at Carnell School in Oxford Circle. The video is described as disturbing.
"It's very terrible and something needs to be done about it because children should come to school to learn and be safe, not to be in school fighting and videotaped," said Vernell Dantzler.
The Philadelphia School District says the fight between two 9th grade students happened on December 5th.
The video was posted the same day on YouTube, and went on for about 30 seconds before an adult jumped in to break it up.
"And all the other kids just standing there watching it, I think it's outrageous, it's just crazy," said Bill Law.
The District says the school took immediate action and investigated the incident.
The student who started the fight was suspended along with the classmate who recorded it.
But now there is a new investigation into the length of time it took Carnell Administrators to report the brawl to School District Headquarters, which just found out about the fight on Wednesday.
"Our challenge is we have to teach kids how to manage their disagreements," said Fernando Gallard.
The fight highlights the need for school police offers. The school district laid off 90 officers in January, but School District spokesman Fernando Gallard says Carnell was not impacted by the recent layoffs.
"So it underlines the need for community, parents and anyone else to help us to deal with this. Teachers can not deal with this in their classrooms alone," said Gallard.
There are still a number of questions about the fight; whether it took place before, during or after classes, and whether the adult who broke up the fight was the teacher.
