It happened at 11:23 a.m. Wednesday on northbound I-295 about a quarter mile east of Route 9.
Police say a tractor trailer collided with two passenger vehicles, a black Toyota Highlander SUV and a tan Lincoln Continental.
The operator of the Toyota was taken to Christiana Hospital to be treated for non-life-threatening injuries.
The driver of the Lincoln was cited for conducting an unsafe lane change.
The left two lanes of northbound I-295 were shut down for nearly an hour as crews worked to clear the wreckage.
