The discovery was made Tuesday along the 4500 block of Howard Street.
Officials received a report regarding the dead animal from a neighbor in the area.
Preliminary tests were unable to determine how the animal died.
"There were no obvious signs of trauma," said George Bengal, director of humane law enforcement for the Pennsylvania SPCA.
Continuing in an investigation, the SPCA is seeking the public's help in identifying the owner.
