It happened around 3:00 a.m. in Oxford Circle.
One resident who did not want to reveal her identity says she saw a woman deflating the tires.
""[She was] all dressed in white, petite, bending down at the tires. Then I heard the hissing noise again. She was slashing tires," said the resident.
She heard the sounds of hissing coming from the punctured tires and that's when she called police.
Police say one vehicle was vandalized on Frontenac Street then several others on the 1200 block of McKinley Street .
So far more than seven cars were reported with their tires slashed.
"I wish they would catch this person because I don't have extra money to buy another brand new tire," said Dywnna Young.
A lot of vandalism has taken place in nearby Mayfair and Tacony sections in recent weeks but now it seems to be spreading.
David Toledo lives in one of the hardest hit parts of Mayfair, along the 4000 block of Aldine Street. He's fallen victim to the serial slasher 11 times.
"We had a town watch meeting, I'm sure you've heard, last Tuesday," said Toledo. "And we all pulled together, and we've all been taking turns and doing the best we can," he said.
This latest incident come just hours after police released this video of the man they believe is responsible for the serial tire slashings.
In the video an unknown male is caught approaching a parked vehicle located at Cottman and Rowland avenues. He slashes the right rear tire with an unknown object then calmly walked away.
""This individual or group of individuals has basically terrorized the Northeast with this. You never know when you go to bed at night if you going to wake up with intact tires," Captain Jack McGinnis said.
Since October, over 80 vehicles have been targeted some multiple times, and it's cost residents thousands in repairs.
Many residents talked about taking matters into their own hands but police are warning against it.
Authorities are offering a $7,500 reward for information leading to an arrest. Anyone with information is asked to contact Northeast Detectives.
