New Jersey Attorney General Jeffrey Chiesa released the results of a nine-month investigation on Wednesday.
Investigators allege that 43-year-old Noel Gonzalez, of Camden, led a highly-organized system of drug dealers in several Camden neighborhoods.
On Wednesday morning, search warrants were served at four homes, include that of Gonzalez.
Chiesa said a large amount of heroin, $5,200 in cash, counterfeit currency and guns were seized.
15 people are still wanted in connection with this case.
