A neighbor shot this video of Anthony Sanchez hitting the boy multiple times while the pair played catch in the backyard.
The neighbor told police that after a few minutes, he shouted at Sanchez to stop.
Sanchez, the former director of the Imperial County irrigation district turned himself in Friday afternoon, according to the Imperial County Sheriff's Department.
He was arrested and booked into Imperial County Jail on felony child abuse charges.
