It happened around 9:00 Saturday night on Route 40 West near Holly Avenue.
Police say 35-year-old Timothy Young and 34-year-old Jason A. Atkinson were struck by a car while walking along the shoulder of Route 40.
Young was pronounced dead at the scene and Atkinson was taken to Christiana Hospital in critical condition.
The vehicle was being driven by 27-year-old Joseph Denham, who was uninjured in the crash. The driver did stop at the scene.
Police are still investigating.
