Wade Smith, 24, is charged with first degree murder and weapons offenses.
New Castle County Police say Smith shot and killed Ashleigh Close, sometime before 12:30 a.m. Monday at the Pine Valley Apartment complex on South DuPont Highway in New Castle.
Police say Smith, a convicted felon, was not allowed to have or use firearms of any kind.
He is being held without bail at the Howard Young Correctional Institute in Wilmington.
